John Headon

John has 35 years experience of railway passenger and freight business management, planning and marketing, and in 2005 set up John Headon Ltd as an independent consultancy. Projects have included train planning and revenue forecasting for several franchise bids in the UK, and writing sections of the Thames Valley and South West Regional Planning Assessments for the DfT (sub-contracted to Arup Transport).

From 1982 to 1994 John was responsible for the bottom line of British Rail freight business sub-sectors with multi-million pound turnovers. He then moved to the passenger sector as Product Manager and later Strategy Manager for TransPennine Express. From 2001 to 2004 John was responsible for revenue forecasting and operations planning as a member of the Arriva franchise bidding team. This included successful bids for franchises in Wales and Denmark.

John was the inaugural Chairman of the Rail Passenger Demand Forecasting Council (PDFC). He is a chartered member of the Institute of Logistics and Transport, and an associate of PDFC and the Institute of Rail Operators.


Paul Headon

Paul has eight years experience with Reed Executive plc, becoming an expert in recruitment risk and performance management, systems implementation and the provision of management information. He has extensive experience of developing, managing, monitoring and reporting against performance frameworks, which has effectively demonstrated sustained improvement from all parties.

Since joining the consultancy in March 2007 Paul has gained valuable experience on a number of contracts. This has included timetable analysis and development for the Stagecoach Rail team bidding for the Inter City East Coast Franchise, and subsequently analysis of timing allowances in current timetables for National Express East Coast. Most recently, working for Lloyd's Register Rail on behalf of TfL, Paul developed standard pattern and peak timetables for all passenger and freight services associated with the proposed East London Line extension to Clapham Junction in 2011.
